- ➤ Former state Senator and Bay City businessman Joel Gougeon, 82, died on Dec. 21 at Covenant Cooper Hospital in Saginaw (he served in the Michigan Senate and on the Bay County Board). He rewrote Michigan’s Mental Health Code and supported local projects; his family plans a memorial celebration in spring. MLive
