  • Bay City residents ranked road repairs as a top priority in a survey with 740 responses in July — 79 percent reported poor road conditions, prompting Bay City Manager Dana Muscott to present the findings at the commission meeting on Oct. 20. The survey also revealed concerns about high utility costs and a lack of clear communication with city leaders — officials said they would review the feedback for future improvements.  MLive
