- ➤ City leaders in Owosso approved a plan that will raise water rates by 167% over five years to fund $207 million in overdue infrastructure repairs, and Bay City was awarded a $500,000 state grant to improve Carroll Park. A 17-year-old was charged after a suspicious fire at the Homeboy Barbeque in Clayton Township, over 1,000 measles cases have been reported nationwide with nine in Michigan, and Saginaw County Animal Care on Bay Road urged more adoptions in its 'Empty the Shelters' promotion before May 15.
